the entire New England region of the U.S. has accepted modular construction as a method of
building quality houses.  To me, this is a testament to the superior product that can be constructed
using the system built approach to home building.  For those who still consider modular homes the
same as manufactured or mobile homes, consider that the major difference between the two are
that mobile homes are built to the standards of the HUD building Code, while Modular homes are
built to the standards of the state and locality in which the home will reside.  So a modular home
built to be placed in Maine would be required to conform to the local building code there, rather
than the uniform HUD code.  This is significant because states and local areas often have
differences in building codes based on the climate.  For example, a modular home in Maine would
probably be required to have a roof that was stronger to withstand the stress of a harsh winter with
snow and ice on it, while a modular home built in a state with a milder climate would have different
